Bu blog yaz\u0131s\u0131, Kocaeli \u00f6zelinde yap\u0131lan bir alan ara\u015ft\u0131rmas\u0131n\u0131n bulgular\u0131n\u0131 sunarak, Romanlar\u0131n ya\u015fad\u0131\u011f\u0131 sosyal d\u0131\u015flanman\u0131n boyutlar\u0131n\u0131 ve nedenlerini resmi bir dille irdelemektedir.<\/span><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"515\"><b class=\"ng-star-inserted\" data-start-index=\"515\">Sosyal D\u0131\u015flanma Nedir?<\/b><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"537\"><span class=\"ng-star-inserted\" data-start-index=\"537\">Sosyal d\u0131\u015flanma, bireylerin veya gruplar\u0131n, toplumun genelinde kabul g\u00f6ren ya\u015fam standartlar\u0131na, sosyal haklara ve f\u0131rsatlara eri\u015fimlerinin engellenmesi durumunu ifade eden \u00e7ok boyutlu bir s\u00fcre\u00e7tir. 1980&#8217;lerden itibaren neo-liberal politikalar\u0131n y\u00fckseli\u015fi, i\u015fsizli\u011fin art\u0131\u015f\u0131 ve sosyal koruma programlar\u0131n\u0131n gerilemesiyle birlikte daha da belirginle\u015fen bu olgu, yoksulluk, i\u015fsizlik, e\u011fitim ve sa\u011fl\u0131k hizmetlerine eri\u015fimdeki yetersizlikler, demokratik kat\u0131l\u0131m\u0131n zay\u0131flamas\u0131 gibi fakt\u00f6rlerle ili\u015fkilidir. Esas olarak Avrupa merkezli bir kavram olarak ortaya \u00e7\u0131km\u0131\u015f olsa da, k\u00fcresel \u00f6l\u00e7ekte pek \u00e7ok \u00fclkenin sosyal politika g\u00fcndeminin merkezine oturmu\u015ftur. Sosyal d\u0131\u015flanma, d\u00fc\u015f\u00fck gelir, aile i\u00e7i \u00e7at\u0131\u015fmalar, tutukluluk, okul sorunlar\u0131, etnik az\u0131nl\u0131k olma, \u00e7evresel ili\u015fkilerden yoksunluk, ak\u0131l ve ruh sa\u011fl\u0131\u011f\u0131 sorunlar\u0131, ya\u015fl\u0131l\u0131k ve engellilik gibi bir\u00e7ok fakt\u00f6re ba\u011fl\u0131 olarak ortaya \u00e7\u0131kabilmektedir.<\/span><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"1431\"><b class=\"ng-star-inserted\" data-start-index=\"1431\">T\u00fcrkiye&#8217;de Romanlar ve Sosyal D\u0131\u015flanma<\/b><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"1469\"><span class=\"ng-star-inserted\" data-start-index=\"1469\">T\u00fcrkiye&#8217;de &#8220;\u00c7ingene&#8221; terimi yerine g\u00fcn\u00fcm\u00fczde daha \u00e7ok &#8220;Roman&#8221; terimi kullan\u0131lmaktad\u0131r. Bu kavramsal de\u011fi\u015fim, Romanlar\u0131n sivil toplum kurulu\u015flar\u0131 arac\u0131l\u0131\u011f\u0131yla demokratik sosyal yap\u0131da yer alma \u00e7abalar\u0131yla da ili\u015fkilidir. Ancak, ne yaz\u0131k ki, Romanlar, demirci, sepet\u00e7i, kalayc\u0131 gibi meslek gruplar\u0131yla an\u0131lmalar\u0131na ra\u011fmen, uzun y\u0131llard\u0131r bir &#8220;sosyal sorun&#8221; olarak alg\u0131lanm\u0131\u015flard\u0131r. T\u00fcrkiye Roman N\u00fcfus Ara\u015ft\u0131rmas\u0131 sonu\u00e7lar\u0131na g\u00f6re, Roman hanelerinin \u00f6nemli bir k\u0131sm\u0131 yoksullukla m\u00fccadele etmekte ve e\u011fitim, sa\u011fl\u0131k, istihdam, bar\u0131nma ve sosyal yard\u0131m gibi alanlarda ayr\u0131mc\u0131l\u0131\u011fa u\u011frad\u0131klar\u0131n\u0131 d\u00fc\u015f\u00fcnmektedirler.<\/span><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"2075\"><span class=\"ng-star-inserted\" data-start-index=\"2075\">Roman mahalleleri, altyap\u0131 ve ula\u015f\u0131m sorunlar\u0131, yetersiz konut ko\u015fullar\u0131 ve informal ekonomileri nedeniyle zamanla &#8220;Roman gettolar\u0131&#8221; haline gelmi\u015ftir. Bu mahalleler, \u015fehir geli\u015fimine bir tehdit olarak alg\u0131lanmakta ve kentsel d\u00f6n\u00fc\u015f\u00fcm m\u00fcdahalelerinin hedefi olmaktad\u0131r. Romanlar genellikle g\u00fcvencesiz, ge\u00e7ici, yar\u0131 zamanl\u0131 ve kay\u0131t d\u0131\u015f\u0131 i\u015flerde \u00e7al\u0131\u015fmaktad\u0131rlar. Hurdac\u0131l\u0131k, ka\u011f\u0131t-plastik toplama, hamall\u0131k, seyyar sat\u0131c\u0131l\u0131k, ayakkab\u0131 boyac\u0131l\u0131\u011f\u0131, faytonculuk ve m\u00fczisyenlik gibi meslekler, sosyal d\u0131\u015flanman\u0131n somut tezah\u00fcrleri olarak \u00f6ne \u00e7\u0131kmaktad\u0131r. Ayr\u0131ca, Roman mahallelerinin &#8220;su\u00e7 \u00fcreten mahalleler&#8221; olarak damgalanmas\u0131, Romanlar\u0131n mahalle d\u0131\u015f\u0131ndaki kent ya\u015fam\u0131na kat\u0131l\u0131m\u0131n\u0131 engellemektedir. Bir\u00e7ok Roman, &#8220;h\u0131rs\u0131z&#8221; veya &#8220;u\u011fursuz&#8221; gibi kli\u015feler nedeniyle kent merkezlerindeki sosyal mekanlara (al\u0131\u015fveri\u015f merkezleri, restoranlar vb.) gitmekten \u00e7ekinmektedir.<\/span><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"2933\"><b class=\"ng-star-inserted\" data-start-index=\"2933\">Kocaeli Ara\u015ft\u0131rmas\u0131: Metodoloji ve Kat\u0131l\u0131mc\u0131lar<\/b><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"2980\"><span class=\"ng-star-inserted\" data-start-index=\"2980\">Kocaeli&#8217;deki Romanlar\u0131n sosyal d\u0131\u015flanma d\u00fczeyini ve t\u00fcr\u00fcn\u00fc anlamak amac\u0131yla 2014 y\u0131l\u0131nda Taylan ve arkada\u015flar\u0131 taraf\u0131ndan bir \u00e7al\u0131\u015fma yap\u0131lm\u0131\u015ft\u0131r. Bu \u00e7al\u0131\u015fma, \u0130zmit il\u00e7esindeki Serdar Mahallesi ve Yenimahalle&#8217;de ikamet eden toplam 208 Roman vatanda\u015fa (112 kad\u0131n, 96 erkek) y\u00fcz y\u00fcze anketler uygulanarak nicel verilerle ger\u00e7ekle\u015ftirilmi\u015ftir.<\/span><\/div>\n<div class=\"paragraph normal ng-star-inserted\" data-start-index=\"3320\"><span class=\"ng-star-inserted\" data-start-index=\"3320\">Ara\u015ft\u0131rmaya kat\u0131lan Romanlar\u0131n sosyo-demografik \u00f6zellikleri incelendi\u011finde; %53.8&#8217;inin kad\u0131n, %46.2&#8217;sinin erkek oldu\u011fu g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Ya\u015f ortalamas\u0131 40.4 y\u0131ld\u0131r. Gelir durumlar\u0131na bak\u0131ld\u0131\u011f\u0131nda, ailelerin neredeyse yar\u0131s\u0131n\u0131n asgari \u00fccret veya alt\u0131nda bir gelire sahip oldu\u011fu (ortalama 1281 TL) tespit edilmi\u015ftir.
